There was a hotel on the intra-coastal waterway near Miami. It was a tall building with balconies that hung out directly over the water. They had a problem with property damage (broken windows) and injuries (from hooks) from people fishing off the balconies. Works great from the first two floors. Progressively problematic as you get higher. Never could get people to stop fishing from the balconies.

Until they took down the signs that said "DO NOT FISH FROM THE BALCONY"
