FCC Rule Proposal:

The Federal Communications Commission (FCC) will accept comments on Notice of Proposed Rule Making #15-BS9871, which if approved would reinstate Morse code as an essential skill and requirement for General and Amateur Extra Class license holders. Under this new FCC rule proposal, the Technician Class license would continue to be issued as a no-code license. This proposal would require 10 WPM for General and 15 WPM for Extra class license applicants and holders...

ARRL Regulatory and Advocacy representative, AE1SK - Shirley Knott stated "the league recognizes the enormous attack and impact by corporate interests on the market valuation for the current FCC amateur radio frequency allocation and in preparation, league officials are bracing for future frequency reductions within all high frequency bandwidths. All current and future amateur licensees would be required to learn and demonstrate Morse code capabilities to efficiently transition to the new Morse code sub-bands, after the FCC's proposed reduction for the current amateur radio voice sub-bands allocations, which will soon be enacted by the FCC's frequency realignment law, include within the 2019 Amateur Radio Service Act"...

Not only would future General and Extra Class license applicants be required to demonstrate Morse code proficiency, but current no-code Amateur General and Extra class license holders would not be grandfathered by this proposed rule change, and will be granted a "one year grace period" to successfully earn the Morse code element corresponding to the holder's currently issued FCC license privilege. The FCC went on to clarify that previously licensed General and Extra amateurs who fail to comply or successfully pass the required Morse code Element, would automatically face immediate revocation of their current operating privileges and will be reissued the FCC Technician Class licenses. Before this proposal becomes law, the FCC will ensure an efficient transition to the 2019 Amateur Radio Service Act, and all material for administering the newly required Morse code elements will be distributed to all Volunteer Examiner Coordinators (VEC) not later than the April 01, 2018 implementation deadline...

I finally took a look at the posting date..... but when I saw this the first time I kind of assumed.. turns out I assumed....correctly.
