Default The old 9 volt battery in the junk box trick...

What they want you to do is put tape over the terminals of 9 volt batteries so they don't short against something and start a fire.

Even the ones that are dead. At work they make us put certain batteries in little bags before they go into the recycle can for fire prevention.

Tape is probably good enough if you're throwing them away, but in the junk box it often comes off and (1) exposes the battery terminals and (2) makes everything sticky.

What I prefer is to get a bunch of 9v-battery snap connectors, cut the wires off, and use them to cap batteries in storage.

They are super cheap, as this link shows.

I have always used a small piece if bicycle inner tube. I make the piece wide enough to stretch tight on the side of the battery. It's thick enough to give good protection.

My 9 volts are usually in the original container, or the device, or the outdoor trash.

Only rarely do I need to put a piece of electrical tape over the terminals. I WILL take the trouble to toss them in the outdoor hamper. I know where the hampers are, electrical tape is always harder to find.
