You may not be using a tuner and you may be making contacts, but I'll bet your swr is horrible, especially on 20 meters where the impedance would be around 3000 ohms and feeding at a high voltage...

You can get a good match with a tuner, but that does not mean it will work efficiently ! A 40 meter resonant dipole is about 85% efficient on 40 meter, but by using a tuner to get a match to fool...

30 feet is good to aim for but I have seen them work at 20 feet. But the lower you go, the lower the feed point impedance is so a tuner may be needed to get a good match.
