Maybe you could add extra pages that, for example, make fun of China's leaders, and instead of blocking spammers out, just redirect them. When Big Brother notices that the spammer is visiting pages that make fun of the Premier, the spammer will be spurlos verschwunden (vanished without a trace). Similarly with other tailored pages for spammers from other places.
