On my local repeaters we don't use rotation. We just accept the fact that there will be some doubling. And we're all so senile we can't remember who's turn it is, much less there name and call.
"OK, that was a pretty good double. Nobody won. Bob, you take it, and then uh....ahh...uh...the other station pick it up..."
